net-snmp APIs

I am new to net-snmp and I want to know which (binary, or source code) package should I download to get the SNMP APIs. I need to develop an SNMP agent for my MIB. I downloaded and installed the 5.1.2 binary Win32 version, but all I can see is <installDir>\include\net-snmp\net-snmp-config.h! Where are the rest of the APIs?   Thanks, Allen
