The important thing I have learned about trying to push MIBs through the IETF is that you can't *expect* anything, and thus you shouldn't *use* it as a disabled state. The argument that you don't want to create another column to handle state or operational status is a weak one. Considering how hard it is interpret the RowStatus TC as it is, do you really think overloading it for another use is wise?
