I've never had much luck with putting env vars before a command line. Try
exporting them. Also try using full paths:
export MIBDIRS=/usr/local/share/snmp/mibs:$PWD
export MIBS=+NET-SNMP-TUTORIAL-MIB
mib2c ...
Or my favorite method, create $HOME/.snmp/snmp.conf:
mibs ALL
mibdirs /usr/local/share/snmp/mibs
mibdirs +/home/rks/.snmp/ietf-updates
(Thought the '+' format only works in recent versions. Older versions should
use the path style format; eg dir1:dir2)
