This is certainly because the agent doesn't have configuration to let
that command go through.

You should actually do step 2 before you do step 1.  The agent needs
to be started *after* you install the snmpd.conf file that snmpconf
created.

Also, we need to know how you're running snmpget.  If you're trying to
use SNMP version 1 (IE, with a community string) then you need to use
the -v 1 command line option along with the -c community option.
