I agree. I think both the startup and shutdown behaviour needs to be re-worked.
It is currently an unholy mess.

I've looked at the persistent stuff in the past few months, and actually
started a re-write. Then I realized that it would cause a big hoop-la on the
lists, and that I didn't really have to re-write it, never mind dealing with
the ruckus.
