Sounds like either the firewall settings on your host,
or else /etc/hosts.allow configuration.

Please be more careful when reading the documentation.
The syntax is
export MIBS=+MY-MIB
There's no white space, and the '+' comes *after* the '=' sign,
not before it.

Ideally you should apply to IANA for your own enterprise
number. For testing, you can use anything under
NET-SNMP-MIB::netSnmpPlaypen (.1.3.6.1.4.1.8072.9999.9999)
but you should *NOT* ship anything publicly that uses
this OID. It's provided for internal development only.

Those tools are not really equivalent to mib2c, and are
intended for different purposes. mib2c is primarily
concerned with generated code templates for implementing
a MIB. It's not a formal MIB compiler.
The tools you mention will typically apply a much stricter
approach to MIB syntax, and are often useful for validating
your MIB file. (Which is a Very Good Idea). But they're
not so targetted to the Net-SNMP suite.
