How likely is it that someone would be using an authentication password of "MD5" or "SHA", or an encryption password of "DES"? (suitably extended to cover the full range of possibilities) We could probably tweak the create-snmpv3-user code to treat the two options the same way, and use the value being set to decide whether it was intended to specify the algorithm, or the pass phrase.
