I have created a .exe package that contains only the headers and library
files, but the problem is if you install it in the same folder as the
regular binaries, it breaks the uninstall. It looks like the installer
uses the install folder to decide what to uninstall. This means if you
install net-snmp-devel-5.2.1-1.win32.exe on top of
net-snmp-5.2.1-1.win32.exe, when you uninstall devel, you won't be able
to uninstall the regular package.
The alternative is to have the user install to a different folder. I
should be able to product a warning if the user tries to use the same
folder. This is probably the best option.
