First, some terminology. The 'agent' or 'master agent' is snmpd. Anything
talking AgentX to an AgentX master is a sub-agent.

I'm assuming your 'agent' is a sub-agent, and 'the cygwin agent' is the cygwin
version of snmpd. In this case, it makes perfect sense. Your sub-agnet will
complain about failure to connect to the master agent if there isn't one
running.

But maybe I'm misunderstanding your questions.
