What was the *exact* command that you ran?

The other possibility to check is the configuration of any firewall
that might be running on your system.  If this is blocking most
low-numbered ports, it's possible that the agent is never seeing
the SNMP requests.
   Try running the agent on a "high-numbered" port (e.g. 16161)
