The varbinds should be processed "as if simultaneously".
That's been a core requirement right from the start of SNMP.

In practise, varbinds tend to be processed sequentially,
but the above phrase means that the order this is done
shouldn't affect the result of the SET request.

Either the request should fail (and leave the row untouched)
or it should succeed (and hide most of the column values).
But this behaviour should be the same whether the 'visibility'
assignment comes first or last in the list.


There's nothing in the SNMP specifications that says which
of these two behaviours is "right".  You can choose either.
But the MIB ought to make it crystal clear (probably in the
visible object's DESCRIPTION clause) how the row should
behave in this situation.
