Yes ".iso" works too.

So on v4 UCD agent, it has to be a fully qualified OID, whether numeric
or name?

Another thing to try would be

        rouser foo noauth .iso


i.e. with a leading '.'
Omitting this seems to confuse the old v4 UCD agent
(though the v5 Net-SNMP agent is quite happy)
