But it doesn't get updated frequently it takes long time to get updated 
So most of the times I get 0 percentage as usage where as in task manager it
is getting updated frequently.

Can some one give me information about how frequently these values get
updated so that I can keep my polling frequency accordingly.

Sample this value twice (separated by a given period).
Divide it by the period concerned.

That will give you the proportion of CPU time used by the process.
