Step 1 - upgrade to 5.2.1.2
(or 5.2.2 or 5.3 when they become available)
Step 2 - create an SNMPv3 user ("user")
Step 3 - Add the following lines to your snmpd.conf file
agentSecName user
linkUpDownNotifications yes
That should do the trick.
