Err...  You should ask about this on the disman list.  I don't think
it's been brought up before.

I tend to view MIBs as "if you can send the notification do so; let
the filter table filter it out if you don't want it".

See, I didn't read them that way at all and more importantly I read
them as "easy notifications to use that don't require setup".
