How old is your Cygwin install? I was able to compile 5.2.1.2 using an
August 12th online install of Cygwin with Net-SNMP patch 1258726. I'm
not sure if the Perl modules worked in that release.
I usually compile the Perl modules after compiling the main package,
although it *probably* shouldn't matter.
5.2.2 includes the patch so it should compile as long as Cygwin is current.
