Strange. snmp_client.c should "#include <net-snmp/net-snmp-config.h>" first which should "#define HAVE_STDARG_H 1". Works for me. Can you please double-check include/net-snmp/net-snmp-config.h? Is this definitely an *unmodified* 5.3.0.1 source distribution?
