So...  Originally all was going to be well with 5.3.1.  But then the
SF CVS server died a horrible death right during the release process.
After which I had a bunch of deadlines I didn't originally expect to
get in the way but suddenly did.  Those are now mostly over (yay).
But we've hit a number of other little snags (the udp table issue, the
perl modules, etc).

Thus, I now suggest we do this:

release the next rc release later this week after we feel we've gotten
the various patches in and are satisfied with them.  Doing them at the
last second in IRC this morning just doesn't feel "safe" when we're so
near the delivery time.  So, lets also do another pre-release as well.

This actually has the advantage of waiting for the final release to
during the next IETF meeting, which has historical significance as
well.

Thus, roughly:
  rc2 by 6/30 at the latest
  rc3 at 7/7
  final at 7/14
