As I suspected.
You haven't changed the access control settings from the initial distribution.
In particular, 'public' doesn't have write access.


Please read the FAQ entry
   "How do I configure access control?"

I would suggest that:
   a)  You use a community string *other* than "public" or "private"
   b)  You start with a fresh (empty) snmpd.conf file
