I'm still not sure I fully understand what you're proposing here. Can
you elaborate, please? Especially, shall header1.h end up containing a
*subset* of the config.h definitions or contain definitions that
config.h does *not* have? How's header1.h updated?

A minimal example set of configure.in, acconfig.h (or appropriate
AC_DEFINE in configure.in instead, as per autoheader recommendations)
and header1.h.in to illustrate your proposal would be most welcome.
