If a subagent registers something at a lower level than the master
agent (i.e. "more specific"), then this will be used in preference to
the master agent's registration - regardless of the priority.
There's some dispute about whether this is appropriate, but it's the
behaviour that's specified in the AgentX documents, and we've adopted
the same approach for the Net-SNMP agent as a whole.
