I think the idea is to have 5.4.preX and 5.4.rcX translate to:
- 5.4.preX/5.4rcX whenever we need a version *string* (as in
net-snmp-config)
- 5.4 whenever we need a non-perl version *number*
- 5.04 whenever we need a perl version number
