I am afraid that we are in violent agreement.

As I understood the problem the snmp tools (not the daemons) get installed in
a central location but only nonpriviliged users ever run it. In this situation
it is a good thing to run any of the commands as a priviliged user, this is
true as of today.

If the daemons are running then this is a nonproblem so it won't matter.

I do not propose that the cache updating should move away from the clients,
I do not even promote the centralized cache location patch. All I propose is
that it might be a good idea to regenerate the index file when new mibs are
added or removed, even if nobody with sufficient rights ever run any of the
programs.
