That's the only way to solve the problem completely. Note, however, that we're not the only thing that has circular dependency issues. There are many other packages there in a similar boat. The trick is you have to make sure to list libraries multiple times. Linkers that can't handle this are broken. I'm not saying we shouldn't merge them up, but circular dependencies shouldn't be considered "completely evil".
