Only after a reasonable set of tests to ensure that it's likely to build/work.
If configure thinks it won't (like for most of what you mentioned here), it'll
be disabled. If it misses a significant test (I'm still not sure how many people
would have your ld options issue), it should be analyzed and added. Your ld
options issue may potentially happen on *any* OS, so disabling embedded perl for
Solaris is not an appropriate solution, IMHO.

Most of which are "addressed" (as in: embedded perl and/or perl modules disabled
if detected), see above.
