We've had defined points in time for a long time.

I didn't follow up on it for multiple reasons, the biggest being that
there have been a flurry of patches submitted obviously hoping to be
"the last one" for rc1, though it none were stated that way.

The point isn't to take away flexibility.  It's to try and get us to
stick to a schedule better.
