I don't think so. It simply wasn't necessary until 5.3 and hasn't been added
later on. I agree there should be one (with everything commented out, though,
because there isn't a "basic user").

Argh! At a first glance, this is a new bug in 5.4 (5.3.x CVS branch works fine).
 Can you please submit a bug report on http://www.net-snmp.org/bugs ?
