No - exactly the same code is used for both Linux and Windows compilations.
The same option should work on both.

No.
The general '-r' option controls the number of times a request is retried
if no response is received. (And applies to all command-line tools).
'-Cr' is a command-specific option (hence the '-C'), and only applies
to snmpbulkwalk. Other commands either won't understand '-Cr' at
all, or will interpret it differently.
