No - that doesn't feel right.
If this particular object isn't valid in the MIB (regardless of index value),
then noSuchObject is the correct response. The problem seems to
be that the MfD framework isn't picking up on this exception, and
retrying with the next valid object.
You'll have to wait for Robert, who's the expert on the MfD stuff, but
noSuchInstance doesn't feel the right response in this situation.
