I agree. I don't think this check is ever applied when sending a trap. It's a bit difficult to be certain, as the VACM checks are triggered via a callback mechanism. But tracing this back through the code, every path seems to be related to processing *incoming* requests (and most of these refer to specific types of PDU, never including TRAP or INFORM).
