That's not the best location for your snmpd.conf file.
This is used by the agent to save persistent information
(which may well overwrite your initial settings).

Try running with the snmpd.conf file in either /usr/share/snmp/snmpd.conf
or /usr/local/share/snmp/snmpd.conf (depending on how the agent
was originally compiled).
