Neither.
The version is of the protocol that is used between them.

The agent and the manager must agree how they will communicate.
Either they both use SNMPv1 or they both use SNMPv3.

In the same way, we have to agree what language we will use
to communicate.   Either you can ask me a question in English,
or you can ask me a question in Swahili.

Typically I will respond in the same language that you used for the
original question.   In the same way, the agent will respond using
the same version of the protocol as the original request.

Or if you ask me a question in a language that I don't understand
(like Swahili), then I'll probably just ignore you.

   Read the documentation for the software that is running at either end.
