The GPL license is not relevant to the Net-SNMP software.
This package is released under so-called "BSD-style" licensing.
It does *not* use GPL or similar variants.

The distribution conditions for the Net-SNMP code are layed out
in the file COPYING, which should be included with all source and
binary distributions.   Have a look at the terms described there.
