Be default we have no configuration of either snmpv3 users or snmpv1/v2c
community names nor do we have any initial configuration for access
control, so the default base package falls into the "very-secure"
category.

That being said, certain redistributions by various operating systems
that distribute our package in their OS add default configuration such
that they end up in a different state.
