What do you see if you run a "snmpget" on the same OID?
Note that you cannot create a new entry in this table.
You can only tweak the settings for an existing row.

Also, what are the access control settings for the agent?
Normally, the community "public" cannot perform SET requests
(unless you've explicitly configured this (which is a bad idea)).
