The Net-SNMP toolkit supports both manager and agent functionality, yes.
But the applications we supply are one or the other. In particular, the
agent doesn't really act in a manager role.
It would be more common to run the (separate) agent and client tools
on the same box, rather than trying to combine both into the same binary.
I think you need to be much clearer about exactly what you are trying to do.

Unfortunately not.
As I tried to state in that FAQ entry, the core development team have little
or no experience with running the Net-SNMP software on embedded systems.
We have repeatedly asked for input from those who have done this, but
nobody has reported back on their experiences.
So no, there is no documentation to help you.
And if nobody ever provides the necessary information, there will never
be any such documentation.
