What exactly do you want this GUI to do? The Net-SNMP suite comes with a simple GUI called "tkmib". This can be used for simple SNMP queries, but doesn't really pretend to be a fully-fledged network management console. The grand-daddy of open source network management consoles is probably tkined (part of the 'scotty' package), though that is getting fairly long in the tooth now, and doesn't seem to be being actively maintained. MRTG/RRDtool are widely used for gathering and graphing network statistics. Two of the main open-source network management systems are probably OpenNMS and Nagios. There's a fuller list on Wikipedia. With pretty much any network management system, you are going to have to spend some time getting it set up, and deciding exactly what you want it to do for you. Management is an active process, and requires careful thought and planning. No computer software will do this for you. They may provide a framework to help you manage your systems, but you are going to have to put the work in to get them set up properly first. And the fundamental first step is deciding exactly what you want them to do.
