Isn't this already in trunk?

Though it likely needs to be expunged, as it's using threads. Ok, maybe not
expunged, but moved to a child process instead of a thread. See the last few
messages between Bart and I in the "RFC: removal of the
NETSNMP_DS_LIB_ALARM_DONT_USE_SIG feature" thread, and these bug reports:
