I found the answer to my own question.  The package on SLES 11 is:

net-snmp-devel-5.4.2.1-8.1

It can NOT be found on the sourceforge page.  I had to go to a network
administrator to get the package.

Not familiar with SLES.. Is there a way to list all net-snmp* packages?
IIRC,
on RHEL/Fedora, it's net-snmp-perl.
