The term "snmp programming" can be taken in multiple ways. Do you mean that
you'd like to help out with the net-snmp project? Just jump right into the
source is what I'd say.
Or do you want to use net-snmp for some project of yours? In that case you
probably want the agent. Have a look at the wiki tutorials.
