It's a, um, feature of SNMPv3 with USM.  The password is expanded out a
bunch of times in a row before being hashed so that repeated passwords
exhibit this behavior.   Thus phrases like "bert" and "bertbert" also
will be interchangeable.  See RFC 3414 section 11.2 for more details.
