Two options spring to mind:

   Either the access control settings are not correctly specified in
the snmpd.conf file.
Or else the agent isn't reading the snmpd.conf file that you expect.


One way to test this would be to restart the agent using the option
-Dread-config
This will show you which file(s) are being read, and what directives
within those files.
