In which case, all I can suggest is that you complain
to the vendor who provided this broken kit.

I'm not sure what to suggest.
The Net-SNMP tools expect to be working with a valid
SNMP environment.   They're not really geared up to
handling a broken setup.
   Maybe someone on the list can suggest a client-side
workaround,  but there's nothing that springs to mind
immediately.
