Sure, a file based cached managed completely by RPM would be ideal. I agree. From the Net-SNMP point of view, though, we simply need them to be there one way or another for the system to be functional. We also need to support older systems, not just the newer ones, so we need to be able to create an archive ourselves if one doesn't exist. As a long term solution, yes, RPM will hopefully self-maintain it and 10 years from now everyone will be using a new RPM. Maybe.
