There are typically two main causes of this type of failure.
Either the agent isn't receiving the requests
(e.g. because it's not running, or there's some sort
of firewall in the way)
Or it's receiving the request, and ignoring it
(typically due to access control settings)
Robert's suggestion of using the -d flag is a useful
way of differentiating between the two.
