Right now, you're right it's limited to just this in snmpd.conf:
SNMPv3 over SSH Support
To use SSH, you'll need to configure sshd to invoke the sshtosnmp pro‐
gram as well as configure the access control settings to allow access
through the tsm security model using the user name provided to snmpd by
the ssh transport.
Part of the problem is that unused things have less documentation. The
implementation was thrown together very quickly by me to see if I could
get it working. The TLS/DTLS code has much much more documentation and
implementation support.
