I use Net-SNMP under CYGWIN under Windows 7. It works very well. I can see no reason at the moment to wish for anything else under Windows, unless one wanted a nice GUI app.

If you are not yet familiar with win32/build.bat, the README.win32 document contains documentation about how to compile Net-SNMP with the Visual Studio compiler via this batch file.
