I think a better idea would be to add a new type of contributor - maybe
something like QA Testers, who can 

 - reproduce a bug
 - apply contributed patches
 - confirm bug is fixed

Then the developers would just have to review the code.  Currently, each
developer has to do their own QA for each bug. I'll put this idea on the
agenda for a future admin meeting.
