You should be able to use snmpusm and specify -n snmptrapd to edit
snmptrapd's usm user table. See:

But I just tried a quick test without success, which could mean
either (a) I missed a step in setting it up, or (b) the
functionality has been broken since 2010. Maybe if you bang on it a
bit you might be able to figure out how to make it work...
