Please try to run the ./configure script in a Cygwin or MinGW shell and
also have a look at the autoconf cross-compilation documentation:
https://www.gnu.org/software/automake/manual/html_node/Cross_002dCompilation.html.
PS: my expectation is that cross-compilation from x86 Linux to ARM Linux
will work 50 - 100 times faster than cross-compilation in a Cygwin on
Windows environment.
